개요
캐나다는 1967년부터 연방 숙련 기술직 근로자 프로그램(Federal Skilled Worker Program)를 통하여 전 세계에서 온 이민자를 선발하기 시작했습니다. 
연방 숙련기술직 근로자 (FSW) 프로그램이 도입되기 전에는 개별 이민국 직원의 재량에 따라 숙련 전문 직종 이민자를 주관적으로 선택했습니다.

캐나다 정부는 이런 낡은 접근 방식이 문제가 있음을 깨닫고 세계 최초로 이민자를 선발하는 포인트 시스템을 도입했습니다. 
캐나다는 더 이상 주관적 기준을 사용하지 않고, 대신 객관적인 기준을 사용하여 모든 후보자를 동일한 방식으로 평가하고 있습니다. 
각 후보자의 연령, 교육, 언어 능력, 업무 경험, 직업 등을 기준으로 합니다.


연방 숙련기술직 근로자 (FSW) 프로그램의 이점
오늘날 연방 숙련기술직 근로자 (FSW) 프로그램은 익스프레스 엔트리 이민 신청 관리 시스템을 통해 관리됩니다. 
익스프레스 엔트리에 따라 캐나다는 연간 평균 110,000명의 이민자를 받아들이는 것을 목표로 하고 있습니다.  
익스프레스 엔트리에 합격한 대부분 후보자들이 주로 연방 숙련기술직 근로자 (FSW) 프로그램을 통해 캐나다로 이민옵니다. 
캐나다 정부의 연구에 따르면 연방 숙련기술직 근로자 (FSW) 프로그램 이민자들은 캐나다에 와서도 계속 
성공적이고 만족스러운 경력을 쌓으며 살아가고 있습니다.

또한 연방 숙련기술직 근로자 (FSW) 프로그램을 통한 이민은 6개월 이내에 영주권을 얻을 수 있기 때문에, 
수속 절차가 긴 다른 숙련 노동자 프로그램에 비해 유리합니다.


연방 숙련기술직 근로자(FSW)로 하는 이민 절차
캐나다는 익스프레스 엔트리 이민 신청 관리 시스템을 이용하여 연방 숙련기술직 근로자 (FSW) 프로그램을 포함한 세 가지 숙련 근로자 프로그램을 관리합니다.
이전에 캐나다에 거주한 적이 없고 또한 숙련 기능직 종사자(Skilled Trades Professional)가 아닌 경우 연방 숙련기술직 근로자 (FSW) 프로그램이 최고의 익스프레스 엔트리 옵션이 될 수 있습니다. 
먼저 연방 숙련기술직 근로자 (FSW) 프로그램 기준에 따라 자격이 되는지 확인해야 합니다. 그런 다음 익스프레스 엔트리 프로필을 제출합니다. 
나이, 교육, 언어 능력, 업무 경험 등의 요인에 따라 CRS 점수를 받게 됩니다.

보통 2주마다 캐나다 정부는 익스프레스 엔트리 추첨을 실시하여 CRS 점수가 가장 높은 후보자를 선발해 영주권 신청을 하도록 초청장을 부여합니다. 
2개월 이내에 신청서를 작성하여 제출하면 6개월 이내에 영주권을 받은 후 캐나다로 들어올 수 있습니다.


연방 숙련기술직 근로자(FSW) 프로그램을 통해 캐나다 이민을 오는 방법에 대한 단계별 안내

1단계
연방 숙련기술직 근로자 (FSW) 프로그램의 자격 기준을 충족하는지 확인한다.
2단계
캐나다 이민국(IRCC) 웹사이트에 익스프레스 엔트리 프로필을 제출한다.
3단계
최근 추첨에서 영주권을 신청하라는 초대(ITA)를 받았는지 확인한다. 이민국(IRCC)은 약 2주에 한 번씩 익스프레스 
엔트리 추첨을 실시함.
4단계
영주권 신청 초대 (ITA)를 받으면 2개월 안에 영주권 신청서를 작성하여 이민국(IRCC)에 제출한다. 그런 다음 이민국(IRCC)에서 
​신청서 수속 처리가 끝나면 캐나다로 들어올 수 있음.


자격 기준
연방 숙련기술직 근로자 (FSW) 프로그램에 따라 지원 자격을 얻으려면, 직업, 언어 능력, 학력에 대한 최소 요구 사항을 충족하고 프로그램의 
​100점 만점 중 최소 67점을 얻어야 합니다.

최소 요구 사항은 다음과 같습니다.
  1. 지난 10년 동안 NOC(National Occupational Classification) 기술 수준 0, 1 , 2 또는 3으로 분류된 숙련된 직업에서 1년 연속 풀타임 또는 이에         상응하는 유급 근무 경험.
  2. 네가지 분야 (읽기, 쓰기, 듣기 및 말하기)에서 영어 또는 프랑스어로 CLB(Canadian Language Benchmark) 7에 상응하는 검증된 언어 능력.
  3. 캐나다 교육 자격(증명서, 졸업장 또는 학위) 또는 외국 자격 및 교육 자격 평가(ECA) 보고서.
  4. 연방 숙련기술직 근로자 (FSW) 프로그램 평가표(grid)에서 100점 만점에 67점 이상을 받음.  프로그램의 평가표는 연령, 교육, 직장 경험, 취업 계약, 언어  능력 및 적응력 등을 기반으로 후보자를 평가함.
자격이 되면 익스프레스 엔트리 풀에 들어갈 수 있습니다. 연방 숙련 기능직 프로그램 (Federal Skilled Trades Program) 및 연방 캐나다 경력 분야 (Canadian Experience Class) 신청자들도 등록된 익스프레스 엔트리 풀(Pool)의 후보자 프로필은 CRS를 기반으로 순위가 매겨집니다.

확보된 고용(Arranged Employment)은 연방 숙련기술직 근로자 프로그램 (Federal Skilled Worker Program)을 
통한 캐나다 이민 가능성을 높입니다.

캐나다 고용주가 캐나다에서 풀타임 영구 고용 제안을 하는 경우 "확보된 고용(Arranged Employment)" 요소에 따라 
연방 숙련 기술직 근로자 후보자의 점수에 10점이 추가될 수 있습니다.

지원자가 다음 조건 중 하나를 충족하는 경우 최대 10점까지 받을 수 있습니다.

  2. significant benefit to Canadian interests or
  3. a federal-provincial agreement

*The work permit is valid both when applying and when the permanent resident visa is issued (or the applicant is allowed to work in Canada without a permit when the permanent resident visa is issued).

*The applicant's current employer has made a valid job offer based on the applicant being accepted as a skilled worker.

적응력 요소(Adaptability Factor)는 연방 숙련기술직 근로자(FSW) 프로그램(Federal Skilled Worker Program)에 점수가 추가되는 6가지 요소 중 하나입니다.

지원자의 캐나다 내 정착 능력에 따라 적응력 요소 (Adaptability Factor)로서 최대 10점까지 받을 수 있습니다. 
이 10점은 캐나다에서의 풀타임 근무, 배우자 또는 사실혼 파트너의 장점 또는 6가지의 다른 가능 적응 요인이 조합되어 부여될 수 있습니다.

캐나다에서 경제적 정착 능력을 높일 것으로 예상되는 자격을 기반으로 다음과 같이 적응력 요소로서 점수가 부여됩니다.
